Question:
Can I use lipstick that makes my lips thicker, there are some lipsticks with collagen in them to thicken the lips, and would my Wudu get done with it.
Can it still be Halal to use it if it thickens the lips temporarily?
Answer:
As-salāmu ‘Alaykum Wa-rahmatullāhi Wa-barakātuh.
In the Name of Allāh, the Most Gracious, the Most Merciful.
If the lipstick is used in such a way that the water does not reach the surface of the lips when performing Wudhu, then the Wudhu would not be completed, hence the lipstick would have to be removed[1] in order for the Wudhu to be completed.
If the lipstick has collagen[2] from animals[3] not slaughtered according to Shari rights, then it is not permissible as it is impure.

[1] ولا يجب إيصال الماء الى المسترسل من الشعر عن دائرة الوجه ولا الى ما انكتم من الشفتين عند الانضمام.
(نور الإيضاح,ص33)
ولا يجب إيصال الماء إلى المسترسل من الشعر عن دائرة الوجه” لأنه ليس منه أصالة ولا بدلا عنه “ولا” يجب إيصال الماء “إلى ما انكتم من الشفتين عند الانضمام” المعتاد لأن المنضم تبع للفم في الأصح وما يظهر تبع للوجه.

ما انكتم من الشفتين عند الانضمام الطبعي لا يجب غسله ، وما ظهر يجب غسله، لأنه تبع للوجه.

( ويجب ) أي يفرض ( غسل ) كل ما يمكن من البدن بلا حرج مرة كأذن و ( سرة وشارب وحاجب و ) أثناء ( لحية ) وشعر رأس ولو متلبدا لما في فاطهروا من المبالغة ( وفرج خارج ) لأنه كالفم لا داخل لأنه باطن.
