Question:
Assalamu Alaykum I am currently residing in Dubai and am visiting Lahore, Pakistan for 20 days. Now I have to visit Islamabad for 4 days and when I come back I will be staying in Lahore again. As per my understanding I will be offering qasr Salah in Islamabad.
My question is that now that I have an intention of going to Islamabad should I be offering normal prayers in Lahore as I will not be staying continuously for 15 days in Lahore now and also after returning from Islamabad?

In order for us to issue a ruling, kindly answer the following questions:
a) Is Lahore your place of permanent residence (al-waṭn al-aṣlī)? I.e. were you settled there before you moved to Dubai?
b) Have you permanently moved to UAE as an immigrant, or are you currently on your work Iqāmah in Dubai?

قال العلامة زين الدين ابن نجيم الحنفي، ت ٩٧٠ هـ:
وَأَمَّا وَطَنُ الْإِقَامَةِ فَهُوَ الْوَطَنُ الذي يَقْصِدُ الْمُسَافِرُ الْإِقَامَةَ فيه وهو صَالِحٌ لها نِصْفَ شَهْرٍ وهو يَنْتَقِضُ بِوَاحِدٍ من ثَلَاثَةٍ بِالْأَصْلِيِّ لِأَنَّهُ فَوْقَهُ وَبِمِثْلِهِ وَبِالسَّفَرِ لِأَنَّهُ ضِدُّهُ. (البحر الرائق (٢/١٤٧) دار المعرفة)
قال الإمام حسن بن عمار بن علي الشرنبلالي الحنفي، ت ١٠٦٩ هـ:
ولا يزال المسافر الذي استحكم سفره بمضي ثلاثة أيام مسافرا “يقصر حتى يدخل مصره” يعني وطنه الأصلي “أو ينوي إقامته نصف شهر ببلد أو قرية” قدره ابن عباس وابن عمر رضي الله عنهم وإذا لم يستحكم سفره بأن أراد الرجوع لوطنه قبل مضي ثلاثة أيام يتم بمجرد الركوع وإن لم يصل لوطنه لنقضه السفر لأنه ترك بخلاف السفر لا يوجد بمجرد النية حتى يسير لأنه فعل “وقصر إن نوى أقل منه” أي من نصف شهر “أو لم ينو” شيئا “وبقي” على ذلك “سنين” وهو ينوي الخروج في غذ أو بعد جمعة لأن علقمة بن قيس مكث كذلك بخوارزم سنتين يقصر الصلاة.
